BOARD OF CIVIL AUTHORITY
CLARENDON TOWN HALL
Thursday, February 16, 2023 6:00 p.m.
Present were Robert Bixby, Robert Congdon, Michael Klopchin, Arthur Menard, David Bosch, John Colvin, Robert Congdon, Deborah Dougherty, Kevin Dougherty, Brownson Spencer and Gloria Menard.
Absent were Cash Ruane and George Ambrose.
BCA clerk, Gloria Menard, called the meeting to order at 6:02 p.m.
Justice of the peace were sworn in by town clerk Gloria Menard.
Brownson Spencer motioned to appoint Robert Congdon as BCA chair, seconded by David Bosch and carried unanimously.
Board Chair, Robert Congdon asked if there were any additions or deletions to the agenda. Gloria Menard motioned to add two names to the election officials, seconded by Michael Klopchin and carried unanimously.
Kevin Dougherty moved to designate the Town Hall as the polling location, with hours as 10AM to 7PM on Tuesday March 7, 2023, seconded by Robert Bixby and carried unanimously.
Michael Klopchin motioned to appoint Richard Bersaw to be the Democrat JP to deliver sick ballots on Election Day, Tuesday, March 7, 2023 with a republican Justice of the Peace. Gloria stated that she had spoken with Richard earlier and Richard would be willing to do so, seconded by David Bosch and carried unanimously.
Michael Klopchin motioned to add Kevin and Carla Peck to the election officials list, seconded by Robert Bixby and carried unanimously.
Michael Klopchin motioned to appoint Kevin Dougherty and Brownson Spencer as counters for the Mill River ballot counting, seconded by Robert Bixby and carried unanimously.
David Bosch moved to adjourn at 6:18pm, seconded by Michael Klopchin and carried unanimously.
