Call to Order
Chairman Klopchin called the meeting to order at 6:02PM.
Selectman Congdon motioned to add a Spafford Cemetery issue to Old Business, Selectman Ruane seconded, and all approved.
Approval of Meeting Minutes
Selectman Congdon motioned to approved the Regular Meeting minutes from April 12, 2021 as presented. Selectman Ruane seconded the motion and it passed unopposed.
Road Commissioner Report- Cash reported that he and Katie have been working with Steffanie from RRPC on Grants-In-Aid. There’s a $14,000 grant with a 20% match that has to be put towards improving roads that are hydrologically connected with the requirement of meeting MRGP standards. The proposed scope of work will take place on East Street near the Sunny Hill intersection. A segment on E. Tinmouth Road will also be improved, using those funds.
The Road Crew has been hard at work getting the roads graded. Today they completed Sou th Creek Road. The Road Commissioner has ordered dust control to mix in so the roads don’t get so dusty.
The Board received an email from a resident of Windy Lane who raised concern on how built up the shoulders/travel lane have gotten on that road. The Road Commissioner would like to scrape it down. Cash proposed paving it in the future to save the Town money on the constant grading that Windy Lane requires.
Approval of Select Board Warrants
All new warrants and warrants previously signed by the designated Select Board Member were approved and signed by all Select Board Members.
Beverly Mailhiot- East Clarendon Cemetery Concern- Mike received a phone call from Beverly, that she had contacted Cecil White several times with requests that some tree trimming get done, Her complaints had not been heard, so she contacted the Select Board to see if they could reach out to him. Selectman Congdon explained that the East Clarendon Cemetary is privately owned so the Select Board has no jurisdiction over how the Association handles complaints. However, he proposed that the Select Board write a letter encouraging a resolution between Ms. Mailhiot and the Cemetery Association so that her needs are met Selectman Congdon motioned to authorize sending a letter to the East Clarendon Cemetery Association members requesting that they address the issues of Beverly and CC the letter to her. Selectman Ruane seconded the motion and all members approved of it.
Appoint John Colvin to ZBA- Katie explained that John Colvin said he was willing to serve on the ZBA if no one else came forward. The position was posted for several weeks with no interest Selectman Congdon motioned to appoint John Colvin to the ZBA for a two-year term, Selectman Ruane seconded, and all approved.
Spafford Cemetery- Recently a citizen came forward with a complaint about the Spafford Cemetery driveway. There are piles of debris and dirt in the ROW. It’s very difficult for a small car to get up the driveway. Selectman Congdon motioned to contact the town attorney to enter into discussion to see that the Spafford Cemetery ROW be put back to an acceptable state. Selectman Ruane seconded for discussion. Selectman Ruane wondered if a fence could be put up along the driveway. Selectman Congdon questioned if the deeded ROW was the Town’s to maintain. If it was then, the Town could go in tomorrow and fix the issues. Chairman Klopchin speculated whether the ZA could review the situation and contact someone from the State about the debris. Selectman Congdon rescinded his first motion and instead motioned that a letter be authored to Gene Stone that the Town requests that within 15 days of receipt of the letter that the obstructions in the Town’s ROW be removed before the Town takes further legal action. Cash seconded. The Board decided that the debris will have to be removed 1S days from Friday the 3ou1• This motion passed unopposed. Selectman Congdon further motioned to contact the Town’s attorney and request that he research who is responsible for the maintenance of the Town’s ROW at the Spafford Cemetery. Selectman Ruane seconded and all approved. Elicia Pinsonault spoke about the issue on hand. She recently visited Spafford Cemetery and was not able to get up the driveway with her smaller vehicle. The abutting property owner made her feel very uncomfortable for visiting the cemetery and she felt a line had been crossed. The Board thanked Elicia for coming and voicing her concerns.
Letter of Resignation – Joan Bixby – Chairman Klopchin read the letter of resignation aloud; Joan Bixby has decided to resign from the Cemetery Committee. Selectman Ruane motioned to send a letter of appreciation to her. Selectman Congdon seconded the motion and it passed unanimously.
Town Officer’s Report
Katie reported that there was an issue with the new phone system being connected with the fire panel. Because of that, there is now only one phone line attached to the panel (opposed to having a secondary line as well). Katie checked with the State fire marshal if that was okay and it was. Selectman Congdon said as long as we are in compliance then he was fine leaving the panel with a single number attached.
Select Board Member Concerns
The Board wished a speedy recovery to Bob Bixby as he underwent a procedure today. Selectman Congdon extended his thanks to Cash for getting the roads graded as they were in bad shape. He also wondered if there had been any improvement with the truck route signs to divert log trucks going through the village. The Board decided they would follow up with Bob Bixby about that issue.
Selectman Ruane motioned to adjourn the meeting at 6:33pm. Selectman Congdon seconded and all approved.
