Call to Order
Chair Mike Klopchin calls the meeting to order at 6:00 PM.
Agenda additions/deletions
Selectman Congdon provides a motion to move the review of an Access Permit to Highway and add a Letter of Intent to Participate in Grants in Aid Program to New Business.
Selectman Ambrose seconds the motions which are unanimously approved.
Approval of Meeting Minutes
Selectman Congdon motions to approve the meeting minutes from March 9, 2026. Selectman Amrose seconds the motion. It is approved.
Highway
Road Commissioner’s Report: Ruane informs that the highway crew have been trying to grade the roads. Additionally, Ruane has been working with Administrative Assistant Young on a Paving Grant through VTRANS. The application was submitted today. Ruane expresses his concern with Teer Road and the loss of part of a head wall. A temporary fix was installed to support the road for now. Ruane plans to speak with VTRANS in hopes that a 6 ft galvanized culvert could be put in instead of a suggested concrete structure from an Engineering study a few years ago. A Structures Grant can be applied for to help fund this project.
An Access Permit for a driveway off of Sherri Lane with no culvert in the area is brought to review. Selectman Congdon motions to approve the permit with Selectman Ambrose seconding it. It is approved by all. Selectman Ambrose praises the Road Commissioner and the road crew for all of their diligent work over the long winter season.
Approval of Select Board Warrants – Select Board Warrants are approved and signed.
Guests – Guest Paul Carroccio provides an update that the Feasibility Study Grant pre-application was successful. The next step would be a formal application upon invite. Concurrently, the matching funds are being worked on. Carroccio continues his work on new hangers which are in lease writing stages.
Public Comments – N/A
New Business
–Selectman Congdon motions to have the Grant Agreement for Road Erosion Inventory Reassessment approved and signed. Selectman Ambrose provides the second and it is approved by all members.
– With confirmation that Kevin Dougherty is willing to continue as Clarendon’s Representative to the Regional Ambulance Service, Selectman Congdon motions to officially appoint him to the committee. Selectman Ambrose seconds the motion and it is approved.
-Selectman Congdon motions for approval and signing of the Letter of Intent for participation in the Municipal Highway Grants- in- Aid Program. Selectman Ruane seconds the motion. All approve.
Old Business –N/A
Town Officer’s & Committee Member Report
-Selectman Pratt provides that at a recent Planning Commission meeting the Select Board’s decision to appoint Brownson Spencer as primary Clarendon representative to the Rutland Regional Planning Commission was discussed. Additionally, no current Clarendon Planning Committee members were interested in the alternate opening position.
Treasurer Congdon provides a positive financial update on the Transfer Station Revenue, which in addition to its continued improvement is complemented by expenses being down.
Administrative Assistant Young communicates that Joe Peterson is accepting of the appointment to Tree Warden. The board had appointed Peterson at a previous meeting tentative to his acceptance. Congdon motions to officially appoint Peterson as Tree Warden with Ambrose seconding. All approve.
Selectmen Pratt and Ruane separately inform all of a future meeting absence for April 13, 2026.
Select Board Member Concerns
–Selectman Ambrose provides the State Statutes and VLCT ideas on Select Board Clerk’s duties, a position he currently holds following the Select Board’s reorganization meeting. A document outlining the responsibilities of the Select Board’s Administrative Assistant responsibilities is also provided. It is noted Ethics Liaison should be added to the list of duties.
Selectman Ruane presents a fundraiser for the family of the late Andy Chambers. Tickets to win a poster containing numerous scratch off lottery tickets are available to purchase through Cash Ruane or at the Town Hall. $5.00 for a single ticket or $20.00 for 5 tickets.

Selectman Congdon motions to adjourn the meeting at 6:30 PM. Selectman Ambrose seconds the motion. All approve.
