Call to Order
Chair Mike Klopchin called the meeting to order at 6:12 pm.
Agenda additions/deletions
Selectman Congdon provides a motion to add the review of an Access Driveway Permit to Highway. Selectman Ambrose seconds the motion and it approved by all.
Approval of Meeting Minutes
Selectman Ambrose motions to approve the last meeting minutes from March 23, 2026. Selectman Congdon provides the second and it is approved.
Highway
Selectman Ambrose motions to approve the Access Driveway Permit for VELCO with confirmation that Road Commissioner Cash Ruane (not in attendance tonight) has authorized. Selectman Congdon seconds the motion. It is approved and signed by the Chair.
Selectman Ambrose advises that he met with the Road Crew regarding their recent activities on Schoolhouse Hill. Conversations were had with a couple of citizens about rights and roadway. One citizen approved of any work needing done in the area, but another neighbor expressed concern over the wetland area. Selectman Congdon recalls in a recent Selectboard meeting it was suggested that the board meet with the Schoolhouse Road landowners prior to any work being done. It is not confirmed with any certainty as to what residents the Road Commissioner had spoken to.
Shelly Lutz mentions an issue with a ditch in her vicinity. She is still awaiting a response from the Road Commissioner per her email outlining the problem. All topics under highway will be examined further.

New Business
Selectman Congdon provides a motion to Reappointment all the Town Officials whose terms expired and were agreeable to being renewed. (Those few not reached will be reappointed contingent on their positive replies.) Selectman Ambrose seconds the motion and it is approved by all. The one-year appointments are as follows:
Airport Committee: Mike Klopchin- Primary, Kimberly Young- Secondary
Recreation Committee: Sarah Kumm-Chair, Jan McCoy, Arthur Peterson, Christine Gatti-Palance
Community Center Committee: Matthew Jakubowski-Chair, Gloria Menard, Art Menard, Marjorie Southard

Discussion of the need for a new Private Road name ensues for the extension off of Squires Road. Per the Town of Clarendon’s Street Naming and Addressing Ordinance, a warning of a Public Hearing will be posted to proceed prior to a future Select Board Meeting. Congdon motions an authorization for the Selectboard Assistant to take care of the posting/advertising. Ambrose seconds the motion and it is approved.
Selectman Congdon motions to renew the Membership with the Covered Bridge Society. Ambrose seconds and it is approved.
Selectman Congdon motions for the signing of the official Grant Agreement #BR1379. Selectman Ambrose provides the second. It is approved.
Selectman Congdon reads aloud a formulated letter to the Vermont General Assembly expressing the Select Board members strong opposition to Act 181. The board urges for a repeal of Act 181. The Board does not support location – based Act 250 or the Road Rule. Congdon motions an approval to send the letter to the legislature, expressly the House Environment Committee members. This letter is also to go on the Town’s website.
Ambrose seconds this motion and it is so approved.
Old Business
Donna Price, new Executive Director with the Corpwell Foundation, introduces herself as well as Scott Hertzberg, Executive Director of Clarendon Heritage. Together they provide updates on the work at the North Clarendon Chapel. Grants have been applied for to address necessary renovations. (rewiring and composting bathroom) There will be some local fundraising as well. A recent fire safety inspection/meeting found no sprinklers are needed here, simply fire alarms and some landscaping will do. Selectman Congdon inquires if there was a resolution on the deed to the property. Hertzberg clarifies that the property changed hands in successfully in January. Lister Kevin Peck confirms a new deed was filed yet questions still persist on the legalities. Donna Price mentions they are still looking to add some board members and additionally offers information on funding through Community Heart and Soul, an opportunity that doesn’t work for the Chapel, but may work for the town. Hertzberg is open to letters of support to support their grant with a deadline of May 15th.
Town Officer’s & Committee Member Report
Kevin Peck updates that the town tax maps have gone digital and will soon be accessible via website.
Select Board Member Concerns
Selectman Ambrose expresses gratitude for the good job the transfer station attendees have been doing that has led to a success in financial increases. The Select Board as a whole expresses a thank you to them.
The subject of additional endorsements to the road crew’s licenses is approached. This bigger discussion will continue at a summer workshop with all board members in attendance.
