Call to Order

Chair Mike Klopchin calls the meeting to order at 6:04PM

Agenda additions/deletions

Selectman Robert Congdon motions to add the Library Cleaning Discussion to the end of New Business. Selectman Don Pratt seconds the motion. It is approved by all attending board members.

 Approval of Meeting Minutes

Selectman Robert Congdon motions to approve the minutes from the last meeting held September 10th 2025. Don Pratt provides the second and it is approved by all.

Highway

-Road Commissioner’s report

Road Commissioner Cash Ruane updates that the highway crew is now sealing the truck bays that were poured with concrete back in the spring. Congdon reports the finding of a pothole in the Town. Ruane is aware of this existing pothole and it will be addressed.

Approval of Select Board Warrants

Select Board warrants are approved and signed by the board members in attendance this evening.

Chair Klopchin invites the library guests to speak now if they would like to instead of under New Business.  Linda Adams, President of the Bailey Library expresses concern over the Cleaning Contract of which the library was not included.  They were not properly notified and have since received a bill from Commercial Building Services for the months of July and August. Linda Obrien Director of the library explains that the cleaning of the library entails vacuuming and emptying the trash. She says that the library uses every penny the Town provides and there is no wiggle room in their budget to pay for the service. It is determined that the board will do more research on the subject and get back to them. Upon their exit from the meeting, they thank the board for all they do for the library.

Public Comments

 New Business

Board Approval of Draft Minutes from a Public Hearing dated Monday August 24, 2020. Draft minutes to be filed in Select Board Records as no approved copy was to be found.

Robert Congdon makes a motion to approve the past draft minutes. Cash Ruane seconds the motion. Don Pratt abstains as he was not present at this past meeting. Draft minutes are approved and will be added to the ledger book as is.

            –Dog Bite Middle Road

Sheriff Sweet clarifies that of the two dogs owned, the larger dog that recently bit a neighbor is still at the home, while the other one has been removed. The owner was given 10 days to quarantine the dog and 1 week from last Wednesday to prove vaccinations. The owner originally had stated that the dog was up to date with vaccinations, including rabies but this was not the case.

Lieutenant Cross explains that no paperwork has yet been concluded by the owner due to the timeframe of the mandated quarantine. Cross provides examples of how Select Boards have handled vicious dog bites in the past.

Selectman Ruane describes a third incident that occurred with this dog.

The victim speaks to the nature of the dog bite to his arm and the 3 weeks of treatment he has had to endure. He updates that the larger dog that bit him was not aggressive until the smaller dog joined the household. Quicky both dogs have been showing aggression and have been off their property and up to his porch.

Lieutenant Cross expresses to the victim that he is sorry this has happened to him.

Selectman Congdon indicates that the Select Board will schedule a Vicious Dog Hearing on Monday October 13th, 2025 at 5:30 PM just prior to the already scheduled Selectboard meeting. 

Town Officer’s & Committee Member Report

Administrative Assistant Kimberly Young provides that the Treasurer has given them a copy of the most recent Budget Status Report. Of note are the separate budgets for the Recreation Center, Community Center and Library. Discussion ensues regarding the Cleaning Contract. Past meeting minutes are found surrounding the cleaning contract and have a typing error in them. It is not the Recreation committee, but the Community Center Committee that presides over the library. They manage the entire building and had decided to not include the library in the cleaning contract. Communication to the library was lacking. Guest and Community Center Committee member Robert Bixby agreed with this finding and said that the decision was made back during budget time. Selectman Congdon indicates that a couple of board members will speak with the Chair of the Community Center Committee and the Treasurer to determine action going forward and whose budget will pay for the present bills in the interim. There will also be a discussion with the library on the matter and the decisions made. The town funds both entities so it is essentially the tax payer’s money paying for the cleaning either way.

Congdon asks all to continue monitoring the Transfer Station numbers to see where they are at.
