Call to Order
Chair Mike Klopchin calls the workshop to order at 5:10 PM
Agenda additions/deletions – N/A
Policy Workshop – It is determined that the only policy left in question is in regards to overtime. Discussion ensues on deciding between overtime being paid after reaching a 40-hour work week or paid when hours are worked outside of the regular work week hours of 6:00 am to 2:00 pm. It is mentioned that the pay period runs Sunday to Saturday.
After discussion of various options with emphasis on being fair to both the Town and its employees, it is decided that the Select Board will wait a year and revisit the policy in June of 2027. During this time the Road Crew’s regular hours and overtime hours will be tracked, labor policies in other towns will be researched. It is agreed that the normal workday hours are 6:00 am to 2:00 pm. Monday through Friday. And the expectation is for employees to work 40 hours.

Adjourn –Selectman Congdon provides a motion to officially adjourn the Policy Workshop at 5:57 PM. Selectman Pratt seconds the motion and it is approved.

Call to Order – Chair Mike Klopchin calls the meeting to order at 5:58 PM.
Agenda additions/deletions – Selectman Congdon motions to add a Fireworks Permit to New Business and a VTRANS Grant Agreement under Highway. Selectman Pratt seconds the motions and they are approved by all attending Board members.
Approval of Meeting Minutes – Selectman Congdon motions to approve the meeting minutes from May 27, 2026, with Selectman Pratt providing the second to the motion. It is approved by all.
Highway – Road Commissioner’s Report
-Follow up on clearing corner Firehouse Road. Road Commissioner Ruane updates that he met with a resident at this area and received approval to the clear the area. It is now all cleaned up, clear and seeded down.
– Yield sign on Walker Mountain/Gravel Pit Road. It is discussed that the speed limit here is 25mph, yet vehicles are not yielding to oncoming traffic due to negligence and poor visibility of the Yield sign. Ruane will do some trimming in this area and suggests that eventually it should be made in to a 3-way stop.
-VTRANS Grant Agreement. Administrative Assistant Young explains that the official Grant Agreement has been received and signing of the signature page is needed. This Grant will be used for paving a section of the Middle Road. Road Commissioner Ruane would like to utilize additional money available in the Town’s Highway Budget to extend the paving on this road, getting the damaged areas done all in one shot. Selectman Congdon motions for approval and signing to execute this Grant Agreement. Selectman Pratt seconds the motion and it is approved.
Approval of Select Board Warrants – Warrants are all approved and signed.
Guests – Guest Ed Knox discusses a concern with an area near his home that has experienced multiple incidences of motor vehicles going off the road. After much discussion it is decided that the Road Commissioner Ruane will look at the area. Ideally the shoulder needs to be built up with proper soil/material, as the area is wet due to a nearby spring.

New Business
– Fiscal Year 2027 Sheriff’s Contract. Selectman Congdon motions that the board approved the contract once an adjustment is made to it. Selectman Ruane seconds the motion and it is approved. Discussion ensues about the Sheriff that patrols the Town of Clarendon. Presence is not constant, thus when called and not in our area residents are directed to call the Vt State Police or 911 in an emergency.
– Fireworks Permit. An email has been received from Jeremy Bishop asking for permission to obtain a fireworks permit for July 4, 2026 at 698 Knipes drive, North Clarendon. Congdon motions to approve the permit once an official form is filled out and regulations are given to the resident. Pratt seconds this motion and it is approved.

Town Officer’s & Committee Member Report – Lister Kevin Peck provides the name of the resident on the corner of Gravel Pit Road referenced earlier in the meeting as Colin Whitaker.
Select Board Member Concerns – N/A
Adjournment – Selectman Congdon motions to adjourn the meeting at 6:26 PM, with Selectman Pratt providing the second. It is approved by all.
