Call to Order – Chair Mike Klopchin called the meeting to order at 6:08 PM.

 Agenda additions/deletions – Two additions are motioned to be added to the agenda by Selectman Pratt and seconded by Ambrose: Kevin Peck will discuss a reading of the Declaration of Independence under New Business and the Board will decide on rescheduling and warning of a Hearing under Old Business. The additions were approved by all.

 Approval of Meeting Minutes

-Selectman Pratt motions to approve the minutes from the last meeting on June 8, 2026. Ambrose provides the second and it is approved.

-Selectman Ambrose motions to approve the minutes from the Policy Workshops that were held on June 8th and May 27th, 2026. Pratt seconds the motion and they are approved.

Highway – Road Commissioner’s Report

-Administrative Assistant Young relays updates from Road Commissioner Cash Ruane. A shoulder was created/built up in Clarendon Springs with approximately $800 in material. Ruane has been working on and receiving bids for paving on Middle Road. Ruane is waiting for one more to come in before presentation to the board.

Approval of Select Board Warrants – Select Board Warrants are approved and signed.

Public Comments

 –Ed Baker raises concern about the Town’s recent employee evaluations. Among the discussion is Baker’s opinion that the content should reflect hours of service, sick time and overtime, along with the commentary of solely the employee being evaluated. Additionally, Baker discusses the town’s mower, sand, salt and brine. Ambrose states that he will talk with the Road Commissioner, who has plans to retire this December.

-Sarah Kumm, Chair of the Recreation Committee, informs of an event on July 25th 2026, the first Annual Tailgate Party which is to be held at the Clarendon Recreational Field.  With many calls of interest in the event, extra parking may be necessary. Kuum will look in to a couple of options mentioned, in addition to a conversation with the Fire Department regarding Fireworks, which are approved by them and on the schedule for 9-10 pm. Gratitude is expressed towards Kumm for her work on the committee and how great the field is looking!

 New Business

Kevin Peck announces that there will be a public reading of the Declaration of Independence on July 8th, 2026 at 6:00 pm at the cemetery by the Town Hall. Organized by the Cemetery Committee, there will be 5 readers spanning gender and age. This event is to commemorate the first reading of the Declaration of Independence which was on July 18, 1776. It is noted that surrounding towns in Vermont are doing this as well.

 Selectman Ambrose makes a motion to move the discussion and approval of the new Personnel Policy to the next meeting on July 13th, 2026, when all select board members will be in attendance. Selectman Pratt seconds the motion and it is approved by all.

-Discussion opens to decide whether or not to approve the Sheriff’s Contract as presented for $89,372 for 30 hours of service or have the treasurer reach out to the Sheriff’s Department to obtain a new contract for the existing voted and budgeted amount of $80,000 for a total of 27 hours of patrol. Selectman Ambrose motions that the board should go with the already budgeted lesser fee for service, in addition to approval of 27 hours of service. Selectman Pratt seconds the motion, not wanting to further burden the tax payers. The motion is so approved.

Selectman Ambrose motions to approve the Fireworks Permit for both dates of July 4th and July 11th for a location on Quarterline Road to be signed by the Selectboard Chair. Pratt seconds the motion and it is approved and signed. Ambrose motions to approve a second Fireworks Permit for the Recreation Committee for their event on July 25th, 2026 between the hours of 9-10 PM. Pratt second the motion and it is approved by all and signed by the Chair.

Old Business

Selectman Pratt provides a motion to reschedule and warn of a Select Board Hearing to be held on July 13th at 5:30 at the Clarendon Town Hall. The hearing pertains to zoning bylaws drafted by the town’s Planning Commission. Ambrose seconds the motion and it is approved.

Adjournment – Selectman Ambrose motions to adjourn the meeting at 6:43 PM, with Pratt seconding it, it is unanimously approved.
