September 28, 2026

Minutes

 Selectboard: Mike Klopchin, George Ambrose, Robert Congdon, Cash Ruane, Don Pratt

Attendees: William PEGTV, Kimberly Young, Kevin Peck, Ed Baker, Jim Austin, Carol Austin, Shelly Lutz, Art Menard, Gloria Menard

Call to Order – Chair Mike Klopchin calls the meeting to order at 6:00 PM.

 Agenda additions/deletions – N/A

 Approval of Meeting Minutes – Chair George Ambrose motions for approval of both the workshop minutes and regular meeting minutes from September 14, 2026. Selectman Don Pratt provides the second and all approve.

Highway Road Commissioner’s Report – Cash Ruane updates that all town roadsides have been mowed and grading will start once parts are received to fix the grader; due here Friday. Ruane has received two salt bids; one from Cargill for non-treated at $106.50/ton and one from Apalachee at $110.25/ton for non-treated and $125.50 for treated. Ruane notes that Apalachee’s service has been excellent and their product is better as well as stored inside. Selectman Congdon motions to approve the Apalachee bid. Clerk Ambrose seconds this motion and all board members approve.

Approval of Select Board Warrants – Warrants are approved and signed.

 New Business- Designate a person to complete and submit the ballots on behalf of the Clarendon Municipality for re-appointment of 4 PACIF Board of Directors and 1 VERB Board of Director. Congdon provides a motion to authorize the clerk to fill out the ballots on behalf of the Select Board. Pratt seconds the motion and it is approved.

Town Officer’s & Committee Member Report

-Kevin Peck updates that tree trimming and removal will be done for cemetery areas with issues such as shedding branches. A bid was received from Benjamin’s Tree Removal for $1,500 to take care of 4 trees. There are funds available for this service.  George commends both Bob Underhill and Kevin Peck’s successful ceremony for LT. Col. Joseph Wait and the 250th Anniversary of America.

-Town Clerk, Gloria Menard informs that November elections are coming up and there is an issue with ballots not having been received yet through the mail.

-Discussion ensues at length regarding salt, sand and brine use, grading of Quarterline Road and tires. Our Warranty will be looked in to in relation to the loading of tires. Ambrose expresses appreciation for the public’s interest, however feels that these topics should officially be on the agenda.

Select Board Member Concerns- Congdon inquires of Road Commissioner Ruane if he has any updates on a line painting bid for non-state roads. Ruane states that he does not have further information yet.

Executive Session

– Congdon motions to enter in to Executive Session at 6:30pm. Ambrose seconds the motion and all approve. Condon provides that the first portion of the session will pertain to a Town Clerk budget discussion, while the second portion will be regarding further deliberation on the hiring of a road crew member.

Adjournment

-Congdon motions to exit Executive Session and adjourn the meeting at 7:46 pm. Ambrose seconds the motion and all are in approval.

– A statement is provided by Congdon regarding the purpose of the Executive Session: 1) In regards to the Town Clerk budgetary issue, it will be revisited in November during the seasonal Budget Workshops. 2) The Select Board unanimously approved to offer a job to one of the interviewed candidates. An update will be forthcoming.
