Attendees: Mike Klopchin, George Ambrose, Cash Ruane, Don Pratt, Kimberly Young
Call to Order: Workshop called to order at 5:00 pm.
Agenda additions/deletions: N/A
Workshop for Discussion of Personnel: Cash Ruane motions to enter Executive Session at 5:01 pm. George Ambrose seconds the motion and all are in agreement.
George Ambrose motions to exit Executive Session at 5:58pm. Don Pratt provides the second and it is approved by all.
A statement is provided that the Select Board intends to put out an advertisement for an Assistant Road Foreman asap.
Public Comments: N/A
Recess: Don Pratt motions to recess the workshop at 5:59 pm. Cash Ruane seconds the motion. All are in approval of recess.

Attendees: Mike Klopchin- Chair, George Ambrose- Clerk, Cash Ruane -Selectman, Don Pratt- Selectman, Kimberly Young-Admin. Assistant, William-PEGTV, Shelly Lutz, Ed Baker, Jim Austin, Kevin Peck, Kevin Dougherty, Harry Withington
Call to Order: Chair Mike Klopchin calls the meeting to order at 6:00 PM.
Agenda additions/deletions: Clerk Ambrose motions for an addition under New Business to formerly address the advertisement of an opening position. Selectman Pratt seconds the motion and all approve.
Approval of Meeting Minutes: Selectman Ruane motions for the approval of the Special Meeting Minutes from September 24, 2026 and Regular Selectboard Meeting Minutes September 28, 2026. Selectman Pratt seconds the motion and all approve.
Highway – Road Commissioner Ruane updates that the work on West Tinmouth Road has been completed and progress is being finalized for the paperwork for the coordinating grant.
Approval of Select Board Warrants: Warrants are approved and signed.
Guests – Harry Withington of Scenic View Drive, discusses issues with miscreants at the bordering property of the Latter-Day Saints Church who have encroached on his property. Selectman Ambrose suggests in addition to contacting the sheriff, a few Select Board members will go and talk to the Church regarding issue resolution.
Public Comments: N/A
New Business:
–Notice of State Highway Access and Work Permit discussed but no action needed. An equipment business going in to this location on Route 7B south (corner of Route 103).
-Municipal Impact Questionnaire for Rutland Airport Business Park is tabled until the next Select Board meeting. Guests will be invited to provide additional information regarding the project.
-Town Certification for pre-construction requirement for HSIP (Small Scale Local Highway Safety Improvement Grant). Clerk Ambrose provides a motion to sign the Document for this grant project on East Clarendon Road. Selectman Pratt seconds the motion and all approve.
-Kevin Dougherty discusses the need for a Chair on the Zoning Board of Adjustment. There have been issues with permits appealed that went past the 45-day limitation. VLCT has advised to have the board meet and have a hearing on the projects. Selectman Ambrose feels a temporary Assistant Chairman should be appointed. Selectman Pratt, also a zoning committee member will talk to fellow committee member John Mckenna regarding the absence.
-Selectman Ambrose provides a motion to advertise for an Assistant full-time Road Foreman. Advertisement potentially to go out on Monday October 19, 2026. Selectman Ruane seconds the motion and all approve. Discussions of a probable 4- man road crew will continue. Guests Ed Baker and Jim Austin declare oppositions to this and prefer a 3- man crew.
Old Business
–Tony Constantino to discuss the use of the Clarendon Springs Hotel (cancelled)
Town Officer’s & Committee Member Report: N/A
Select Board Member Concerns: Ruane discusses the need to reach out to the Sheriff regarding excessive speeding on both the West Tinmouth Road and North Shrewsbury Road. Multiple complaints from community members have been coming in.
Adjournment: Selectman Ambrose motions to adjourn the meeting at 6:31 PM. Selectman Ruane seconds the motion. All approve.
