Call to Order
Chairman Klopchin called the meeting to order at 5:59PM.

Approval of Meeting Minutes
Selectman Congdon motioned to approve the Regular Meeting minutes from June 13, 2022
and Selectman Bixby seconded. The motion passed 3-0.
Selectman Congdon motioned to go out of order of the agenda and then go back to Highway
when the Road Commissioner arrives. Selectman Menard seconded and all Board members
present approved.
Approval of Select Board Warrants
Selectman Bixby will sign warrants the following day and the Board will have the full stack
of warrants for the next meeting.
Highway
Sand Pricing
Road Commissioner Ruane received a quote from Pike Industries for winter sand. The
quote is for an estimated 2,500 tons at $7.90/ton. Sand is up about 40 cents. Selectman
Congdon motioned that the Board Chairman sign off on the quote/contract. Selectman
Bixby seconded and all approved.
Grader discussion
Cash brought up a discussion about replacing the 2001 Galion grader. To order one, it takes
about a year to a year and half to get it. By that time, the grader will be in even worse
shape. Since the winter, the town has put about $24k into it for repairs. Selectman Congdon
and Chairman Klopchin asked Cash to start gathering quotes. Selectmen Menard would also
like to see quotes for contracting grader services out. Chairman Klopchin’s opinion was for
the town to own one. He suggested using ARPA funds to cover the purchase. Selectman
Congdon questioned what the equipment fund would have by 2024, because they had
talked about splitting the purchase of one over 2 fiscal years. Selectman Congdon
mentioned that he would like to see pricing for the purchase price of the grader and a price
for contracting that service out.
Road Commissioner Report
Lafayette will be putting up guard rails on the Alfrecha Bridge to fix it from the accident.
Selectman Menard asked if the road crew was done with the rental excavator. Cash
responded it will be used on the Teer Road project next. The road crew is waiting on parts
for the roadside mower so it is not in use right now.
Creek Road structure engineering-
Katie explained that the town received a structures grant last year for $180,000 which is to
be used for the box culvert on Creek Road. Cash has had Camp Precast take a look at the
box culvert and they coordinated with East Engineering to start design plans. East
Engineering provided the town with a proposal agreement. The cost for design and
permitting was quoted as a lump sum of $10,00 and then $125/hr for any
right-of-way/easements. Selectman Congdon motioned that the Chairman sign the
engineering proposal on behalf of the Board, Selectman Bixby seconded, and all approved.

Better Roads Grant agreement
The state emailed the FY23 Better Roads grant agreement that needs to be signed before
work can begin. The grant is for the backside of Teer Road, a high priority ranked road
within the Municipal Roads General Permit. The town was awarded $19,800 with a 20%
match required. They will use these funds along with Grants-In-Aid to complete the project.
Selectman Congdon motioned that the Chairman sign the grant. Selectman Bixby seconded,
and the motion passed 4-0.
Class 2 Roadway Grant agreement
The Class 2 Roadway grant funds are used for paving. This year the town was awarded
$32,000 with a 20% match. The monies will be put towards a one-inch shim on South
Creek Road. Cash reported that only 3 other towns in the district received the paving grant
this year. Selectman Congdon motioned that the Chairman sign the grant for South Creek
Road paving, and Selectman Bixby seconded. The motion passed unopposed.
Cash said he had a contractor come out and look at S. Creek as well as Pimple Hill, and the
Creek Road south of Alfrecha Road. The motion for the grant approval passed 4-0.
Selectman Bixby asked if the ledge on S. Creek Road is moving at all or its staying put. Cash
said he thought it moved a bit this year; he put falling ledge signs up but they have
disappeared. Selectman Menard asked about line painting for Walker Mtn Road. Katie said
she would reach out again. Chairman Klopchin said that he did talk with the state garage
and they will try to mow Chapmans corner by the end of this week.
Firework Permits
There were two fireworks permit requests submitted to the town for 4th of July weekend;
one located at 698 Knipes Drive and the other at 1735 East Tinmouth Road. Selectman
Congdon motioned to approve both permits and have the Chairman sign off on them.
Selectman Bixby seconded and the motion passed unanimously.
Cemetery Mowing Contract
price adjustment
Katie explained that Intrinsic Property Services, who won the bid ($8700) at budget time
for cemetery mowing, had emailed and said they had to increase their price due to the
rising costs of fuel. Their new price came in at $9925. Selectman Congdon motioned to
approve the contract that reflects the new pricing. Selectman Menard seconded, and all
approved.
Town Officer’s Report
Town Clerk, Gloria, reminded the public that the primary election is coming up on August 9,
2022. The town hall will be open from 10am-7pm. Absentee ballots can be requested at any
time. Additional info can be found at the town’s website, transfer station, and post office.
Secretary, Katie, reported that the town was awarded the PACIF Safety Grant that had been
approved to submit from last meeting. The town hall will be able to purchase ergonomic
office equipment at no cost to the town.
