Call to Order – Chair Mike Klopchin calls the meeting to order at 6:02 PM.
Approval of Meeting Minutes -George Ambrose makes a motion to Approve the last meeting minutes from Wednesday November 12, 2025. Robert Congdon provides the second and it is approved unanimously.
Highway –Tom Miles, Clarendon resident of Sonia Lane, addresses the board on behalf of several home owners on this private road. There is much concern on the upkeep and maintenance of Sonia Lane. The Young family owns the right of way which is approximately 700 ft. long. An existing deed states that Sunny Young and subsequent heirs will upkeep and maintain Sonia Lane. Discussion ensues regarding issues with the road’s upkeep and the residents desire to have the Town of Clarendon take over its maintenance. This private road is not up to the VT State Road Standards that would allow the Town take over maintenance of it. Road Commissioner Cash Ruane informs all that there are 36 private roads in the town and part of getting Sonia Lane up to standards would include a 60-foot circle turn around to be created. After the Sonia Lane residents speak of their concerns, the conclusion is that this is a civil matter between the owners and Sunny Young. The Administrative Assistant will provide the residents with the VT State Road standards for their viewing. Selectman Congdon interjects that the residents may have to get forceful with their concerns in order to cause action to happen. The issue is clearly reminiscent of Sunny Hill Drive and Sherri Lane. It is additionally noted that although sand is available beside the Town Hall for town residents to take for their individual driveways, it is not intended to be a source for someone to take to cover an entire private road.
Approval of Select Board Warrants – Warrants are approved and signed by all the board members.
New Business –Chair Mike Klopchin to resign a new Regional Emergency Management Committee (REMC) Reappointment Form. (Roles were reversed on the last form- correction has been made) Robert Congdon motions to have the Chair Mike Klopchin sign the revised form. George Ambrose seconds the motion and it is approved by all.
-Errors and Omissions Certificate to be signed by the Select Board. Lister Kevin Peck relays that this report is due to new numbers and adjustments to the Grand List. Congdon makes a motion to sign the report with Ambrose providing the second. All board members approve.
-Permission for Clarendon Fire Department to hang a holiday wreath on Kingsley Covered Bridge provided by the VT Covered Bridge Society. Congdon motions to approve this action to happen, with Ruane providing the second to the motion. It is approved unanimously.
-Discussion on the subject of creation of a No Hunting Ordinance at the Clarendon Recreational Fields on Route 7B. Chair Klopchin invites Recreation Committee Chair Sarah Kumm to open the discussion. Kumm states that in a past Select Board meeting within the last month, the board decided to look in to developing a No-Hunting Ordinance in the Recreational Fields, similar to what other towns have adopted to keep areas in which kids play safe. Kumm makes it clear that the Recreational Board is not against Hunting, they are simply looking to exclude it from this recreational area. Resident Mark Truhan states his opinion and objections to both a No Hunting Ordinance at this location and the new fence which closes off the entire area, an area of which he and others walk their dogs. Kumm apologizes for the lack of public communication regarding the gate closing off the area. Discussion ensues regarding an existing sign here which states that the area will be closed to the public from dusk till dawn, but is actually closed outside of this timeframe. It is agreed that the gate is a separate issue from the ordinance. No action will be taken on an ordinance this evening until proper verbiage can be found. The issue of the gate will be further discussed at the next select board meeting, until that time Truhan may access the field as needed for his recreation. Robert Congdon provides a motion to table the Hunting Ordinance at this time. Ambrose seconds with all in approval. Guest Shelly Lutz will provide an example of a No Hunting Ordinance adopted by Rutland City for its parks to Administrative Assistant Kimberly Young.
Town Officer’s & Committee Member Report
Treasurer Heidi Congdon shares that the next Budget Workshop will be held at 5PM on Monday December 8th, 2025, one hour prior to the regular Selectboard Meeting.
Kevin Peck states that the Listers have budgeted for new maps and have requested 4 bids to do so.
Select Board Member Concerns
George Ambrose looks to be sure the Sonia Lane residents had all of their questions answered. It is agreed that they were satisfied by the meeting other than future provision of the Road Standards needed to get the Private Road up to protocol.

Robert Congdon motions to end the meeting with Cash Ruane seconding the motion. All approve; meeting adjourned at 7:19 PM.
