Call to Order
Chairman Klopchin called the meeting to order at 5:59PM.

Approval of Meeting Minutes
Selectman Bixby motioned to approve the Regular Meeting minutes from May 23, 2022 as presented. Selectman Menard seconded and the motion passed unopposed.
Selectman Congdon motioned to go through the order of agenda until the transfer station attendant candidate arrives and then the Board will go into Executive Session. Selectman Menard seconded and all the Board members approved.
Highway
Road Commissioner Report–
Road Commissioner Ruane reported that he got a phone call from Mark Camp from Camp Precast and they are talking with an engineer for Hawkins Bridge on Creek Road.
The road crew has been doing extensive work on School House Hill Road. They’re hoping to complete the work at the end of this week, early next week. Matt Jakubowski asked if there were any big rocks from ditching that would be available to place at the Rec Fields. Cash said he brought three dump truck loads to the fields.
Selectman Menard said he received a complaint about the cable guard rail on the Alfrecha Bridge going into the road, and asked Cash to secure it.
Approval of Select Board Warrants
All new warrants and warrants previously signed by the designated Select Board Member were approved and signed by all Select Board Members.

PACIF Safety Grant–
Katie explained that the filing cabinets that were on the original safety grant (along with the standing desks and office chair) came back as ineligible, so she revised the application to include other ergonomic office items, such as computer monitor arms and floor mats. Selectman Congdon motioned for the Chairman to sign the PACIF Safety Grant, Selectman Bixby seconded, and the motion passed unanimously.
New Business
Sheriff’s Department FY23 contract–
Heidi explained that the contract that was sent from the Rutland County Sheriff’s Department was off by $32 dollars ($70,200), then what was budgeted ($70,168). She figured they rounded up for even numbers. If the Board would like, she can push back or if they were okay with the price difference then she’d like the contract approved and signed. Selectman Congdon motioned to sign the contract and if it goes over the budget than to take it out Selectmen’s expenses. Selectman Menard seconded, and all approved.
Grants in Aid FY23 Letter of Intent–
Katie explained that the FY23 Grants in Aid Letter of Intent is to claim funds that would be put towards next year’s construction season for hydrologically connected roads. Selectman Congdon motioned to have the Chairman sign the letter, Selectman Bixby seconded, and the motion passed unopposed.
Transfer Station traffic flow proposal–
Horst Gebauer, one of Clarendon’s Transfer Station attendants, presented a new traffic flow proposal so they could better monitor items that are being discarded. He would like traffic to come in and head left and go around the circle. The Select Board was concerned about the crisscross in traffic that would occur at the gate. Horst and the Board discussed solutions. They decided it would be best for traffic to continue to flow right around the circle and those with brush would flow right and drive behind the buildings and exit through the brush gate. This way the Transfer Station attendants can better monitor what’s being brought in. Selectman Congdon motioned to authorize the change to the traffic pattern at the transfer station and have Katie order do not enter signs if need be. Selectman Bixby seconded, and the motion passed unanimously.
Town Officer’s Report
Rec Committee update–
Rec Committee Chair, Matt Jakubowski explained there’s been some issues with the rec field mowing contractor and the invoicing. However, since last week, the lawn has been mowed and the invoice corrected. Selectman Congdon suggested since things have been straightened out, and there’s email documentation of the situation that occurred, to let things lit and if something else comes up, then the Board will address it.
Executive Session- Personnel
Selectman Congdon motioned to move into executive session for 15 mins starting at 6:23pm to interview a transfer station candidate, and asked that Horst join the Board for the interview. Selectman Ruane seconded, and the motion passed 4-0.
Selectman Bixby motioned to come out of executive session at 6:55PM, and Selectmen Menard seconded. The motion passed unopposed. Selectman Congdon motioned to hire David Hance with the understanding that there is a 90-day trial period, and with the understanding the that the transfer station attendants will work out their schedules cohesively. The motion passed unanimously.
Chairman Klopchin asked if David could drop by the transfer station tomorrow to go over things.
