Call to Order
Chairman Klopchin called the meeting to order at 6:02PM.
Agenda additions/deletions
Selectman Bixby motioned to take Kevin Peck’s cemetery update off the agenda, because Kevin was still waiting to hear back from the State. Selectman Wilbur seconded and all approved.
Approval of Meeting Minutes
Selectman Ruane motioned to approve the Regular Meeting minutes from August 9, 2021 subject to corrections. Selectman Bixby seconded, noting no errors found, and the motion passed 3-0. Selectman Congdon recused himself from the vote because he was not present at the last meeting.
Highway
Road Commissioner Report:
Access Permit-Ralph Merrill Sr. requested an Access Permit for a driveway on Hier Lane. Cash reported that it does need a culvert. Selectman Congdon motioned to approve the permit based on the Road Commissioner’s recommendation. Selectman Bixby seconded and the motion passed unanimously.
GMP electrical lines-Alfrecha Road Solar– Road Commissioner, Cash Ruane, wanted to update the Select Board that GMP has burrowed electrical lines underneath the rail road tracks near Alfrecha Road (because the electrical lines could not go over the rail road tracks). The blue print for exactly where the lines are located are on file at the Town Hall for anyone interested.
Cold River Berm Removal Project – Cash gave an update on the Cold River berm removal project. He explained that the Rutland Natural Resources Conservation District (RNRCD) did not have enough funds to do the whole berm removal, so they decided to rescope the project. Essentially, the contractor will be taking out the berms on the east side of Middle Road, along the Cold River. Cash explained the berms that are getting taken out first as “hot spots.” He also described the traffic flow and the need for a speed reduction. Selectman Congdon motioned to approve the construction zone traffic plan for the duration of the project including a 25mph speed limit. Selectman Wilbur seconded and all Board members approved. Construction will begin approximately mid-September. Chairman Klopchin confirmed with Katie that the traffic plan be posted around Town. Katie said she would make sure it was. Selectman Bixby asked if there was additional funding to finish the project. Cash responded he wasn’t sure there was but he would like to see the river cleaned up, if the funds showed up. The Board agreed that the river needs maintenance.
The Board discussed the Vermont State Fair. Chairman Klopchin expressed his appreciation to Robert Congdon and Cash Ruane for their service to the fair and a job well done.
Approval of Select Board Warrants
All new warrants and warrants previously signed by the designated Select Board Member were approved and signed by all Select Board Members.

Marjorie Southard requested a copy of the blueprint of the underground electrical lines on Alfrecha Road.

Town Officer’s Report
Secretary, Katie, reported that herself, Matt Jakubowksi, and Cash Ruane continue to work on the Hazard Mitigation Plan and hope to wrap it up in September.
Select Board Member Concerns
Selectman Bixby thanked Marjorie Southard for attending the meeting and said it was nice to see her.
Selectman Congdon thanked the Board for their kind comments regarding the Vermont State Fair and for stopping by to check it out. He received a noise complaint last week and let the Board know they may be seeing a petition for a noise ordinance come their way.
Selectman Wilbur said he was able to get ahold of the Sheriff’s Department and asked them to patrol Moulton Avenue more because of speeding.
