Present:   Brownson Spencer, John McKenna, Don Pratt, Heidi Eccleston (BZA & CPC)

Public:  Marjorie Southard, Sarah Kumm, Linda Evans, Ron Evans, John Conley (Alpine Construction)

Call to Order: Bron called the meeting to order at 6:33pm.

BZA:

1. Conditional Use Permit for Kingsley Bridge Repairs – Alpine Construction gave information on project. Questions were asked about erosion control, crane operations, general operations. Don made a motion to close the hearing. John seconded. Motion passed unanimously.

Approval of BZA Agenda: Approved by consensus.

Approval of BZA/CPC Minutes of 5/2/2022: Tabled to a later meeting

BZA Reorganization:

1. Chair: Brownson Spencer
2. Vice Chair: John McKenna
3. Secretary: John McKenna
4. Meeting Posting Locations:
   1. Town Hall.
   2. Town Transfer Station.
   3. Town Web Site.
5. Newspaper of Record: Rutland Herald

Suggestions for Additional Members: Sarah Kumm is interested

Discussion of BZA/CPC Joint Meetings: As needed, the BZA and CPC will have joint meetings, otherwise CPC will meet on their regular meeting nights.

Approval of CPC Agenda: Approved by consensus

Approval of CPC Minutes of 6/6/2022, 8/15/2022, 11/7/2022: Tabled to next meeting

Revisions to Zoning Regulations:

1. CPC will continue to review zoning regulations at regular meetings.

Public Comment:  None.

Other Legal Business: None

Executive Session on Conditional Use Permit: Heidi moved to go into executive session as permitted in 1 VSA 5§312(e) for deliberations regarding the conditional use permit for Kingsley Bridge repairs. Don seconded the motion. Motion passed. BZA entered into executive session at 7:00pm

BZA came out of executive session at 7:06pm. Heidi moved to approve a conditional use permit be issued by the Zoning Administrator for the repairs, Don seconded. Motion passed unanimously.

Heidi made a motion to adjourn both meetings, Don seconded. Meeting adjourned at 7:10pm
